Two people are dead after a cargo plane skidded off a runway into the sea while landing at Hong Kong airport early on Monday.

The Emirates flight EK9788, operated by ACT Airlines, was arriving from Dubai at approximately 3.50am local time (7.50pm GMT) when it hit an airport security car on the runway and crashed into the water.

Airport operations executive director Steven Yiu told a press conference that two airport security staff were killed after the "aircraft collided with the patrol car and pushed the car into the sea".

A 30-year-old man was pronounced dead at the scene and another man, aged 41, died after being rushed to hospital.

Four crew members on board the plane were rescued and hospitalised.

Photos showed the Boeing 747 cargo aircraft partially submerged in water near the airport's sea wall with an escape slide deployed, and the nose and tail sections separated.

Helicopters from the Government Flying Service and vessels from the Fire Services Department have been deployed to the crash site.

Mr Yiu said the patrol car had been outside the airport perimeter fence, but the plane crashed through the fencing.

It is understood the aircraft was facing challenging weather conditions when the incident took place.

Hong Kong's Civil Aviation Department said the aircraft had "deviated from the north runway after landing and ditched into the sea".

"Preliminary information indicates that the four crew members on board were rescued and sent to hospital, while two ground staff were affected and fell into the sea," it said in a statement, adding the incident had been reported to the city's Air Accident Investigation Authority.

Emirates confirmed the aircraft, leased from and operated by ACT Airlines, sustained damaged on landing.

"Crew are confirmed to be safe and there was no cargo onboard," it said in a statement.

ACT Airlines is a Turkish carrier that provides extra cargo capacity to major airlines. Flight tracking service FlightRadar24 said the aircraft involved was 32 years old and had served as a passenger plane before being converted into a freighter.

The northern runway at the airport, one of the busiest in Asia, has closed temporarily.

Meanwhile, a dozen cargo flights have been cancelled, but passenger flights appeared to be unaffected.
